How the heck does one 'identify' someone they only saw from the feet to the knees, and a little bit as they supposedly 'peeked' through a crack? Sorry, but you can't do it.

Your statement points out another inconsistency which doesn't pass the "smell" test. Here is another:

1. The arrest allegedly took place on June 11.
   
2. The court date was on August 8th.
   
3. Why is it only being reported now?

You see the feet and shoes under the door.

Then the person enters the stall next to you.

Then they signal as discussed, and you arrest them.

NOW you know that the feet and shoes belonged to the accused now identified as Craig.

The order in which the narrative was written is what makes it seem backwards, but the ID was made at the end of the narrative and is carried forward to the earlier events.
