It's not just starting out... Even to this day, Sunnis and Shia's in our Congress and Senate can't agree on how to divide the oil profits they are going to take from "Big Oil" and other profits they are going to take from "Big Multinational Corporations" between themselves for all-important programs such as education, environment, healthcare, seniors, children, minorities and poor.
I don't think the "political surge" in this country is working... Maliki is right, it looks like we still have a dysfunctional government, even after all the Amendments to Constitution and gerrymandering in last 200+ years, Sunnis and Shia's in US government can't get together on most important subjects of the day and take summer vacations in times of Global War, while country's infrastructure is crumbling and billions of dollars spent on rebuilding of cultural centers wiped out by al-Katrina go to waste or simply disappear because of corruption.
Iraq has a duly elected government and constitution. We may not like some of the things they do, but unless we want to overthrow the duly elected government and constitution, we need to make any suggestions diplomatically, not in a campaign speech.
