Oxygen Breathing Apparatus.
They are issued to sailors on ships for use when compartments fill with smoke. They are a bit like what you see firefighters wear when they enter burning areas.

Oxygen Breathing Apparatus, it allows you to re breathe your own air. This is done with a canister that oxygen is generated as you breathe through it.
