The Corps of Engineers couldn't do anything when the state legislature of Louisiana and the prior city governments of New Orleans systematically appropriated funds meant for the maintenance of New Orleans' waterworks systems into pet projects and their own pockets.

The Corps of Engineers is blameless as far as I'm concerned. I also let FEMA off pretty lightly, since it's not their job the city and state failed to provide services in their absence. Someone needs to recite the definition of the word federalism to Nagin, Blanco, and everyone who takes FEMA's handouts while complaining that they aren't doing enough.

WASHINGTON — In the closest thing yet to a mea culpa, the commander of the Army Corps of Engineers acknowledged Wednesday that a “design failure” led to the breach of the 17th Street Canal levee that flooded much of the city during Hurricane Katrina.

New Orleans is a shithole, was always a shithole, and will always be a shithole.

Some freepers like to make excuses for it because they are from there but New Orleans will always, to repeat myself, be a shithole (and yes I have been there many many times).
