Sounds like a de facto sanctuary city to me.

Many sanctuary cities have not adopted formal ordinances or resolutions, but in practice just do not make any effort to relate their suspects to immigration status or make overt attempts to cooperate with ICE. Looks like what they are doing in Fresno.

Fresno is a de facto sanctuary city. It is so bad here that the illegals employ illegals in their businesses, especially the people who “mow and blow” the yards. The south side of town resembles Mexico. Many businesses even have illegals living within the shops. There is no cooperation from the residents in these areas to comply with immigration law. The Fresno Police can not address immigration issues. They barley have the manpower to tackle serious crimes created by the gangs.
