They ARE guilty in the eyes of the law.
I know of someone who went to jail because he was with a guy who raped a girl and did nothing to stop him.
All those people should be charged.

Me too. I'd love to have a few minutes alone with each of these morons. ONE of them had to have a phone and could have called 911 even if they didn't want to personally intervene.
