Iran? Look east. Pakistan. Specifically, the Inter-Services Intelligence, or the ISI.

The proxy war between India and Pakistan has allowed the kind and complexity of telecommunication spying/jamming equipment with the espionage agencies of the two countries to be of high sophestication.
