Iran? Look east. Pakistan. Specifically, the Inter-Services Intelligence, or the ISI.

The proxy war between India and Pakistan has allowed the kind and complexity of telecommunication spying/jamming equipment with the espionage agencies of the two countries to be of high sophestication. Only the ISI, the agency that gave birth to the Taliban, would be able to pull off something like this.
