Some insurers already have put your excellent idea into practice (look at the fine-print "Adendums" to your own policy -- you might be surprised...

I'm aware some don't insure pits and rotts--but all insurers need to do this, and it needs to be publicized, so that every person who owns one of these dogs is aware he is not insured, and everyone who sees the dogs knows the owner is not insured.
