Personally, I'd prefer that the SPP be debated in our three countries' legislative bodies, preferably as a treaty for ratification. However, these conspiracy theorists take things to a whole other level.

What might work is a world wide mag-lev train network on raised pylons. The skies are already full of jet traffic, a train at 300 mph can carry VASTLY more freight at almost the speed of a 500 mph jet. National sovereignty at terminals would be the same as airport security now. How would you route such a system?
