For God’s sake, how can you square coins without gold or silver with the Constitutional idea that nothing but gold or silver coin is lawful money?

Either Congress has the power to regulate the value of money or they don't.

The power to “regulate value” is not the power of alchemy. If there is no gold or silver in the coins, they are not gold or silver coins.
