While it is illegal to enter the country without the proper documents and permissions, it is not necessarily illegal to be in the country. This is like saying, sure it's illegal to rob a bank, but since it's not necessarily illegal to have money, you can keep the loot.

Jimmy Carter, Bill Clinton, George Bush the Elder, Ronald Reagan (some), George Bush the Younger (some more). They are being mass produced by every law school in this country (save 2 or 3 max.)
