There's a park in Albuquerque that's the origin of a lot of hiking/mountain-biking trails, with a HC parking space at the beginning of one of the trails, positioned far from anything else a handicapped person might legitimately need access to, such as picnic spots or restrooms.
And Yes, I defend my use of the word "legitimately"; if you're healthy enough to use a hiking trail, you're healthy enough to walk a few more feet through the parking lot.

You may not know it but they do make off road wheel chairs capable of handling a pretty rugged trail. The only reason I can see for handicapped parking at trail heads is to provide a wide enough parking space to get the person and chair out of the vehicle. Off road wheel chairs are usually much larger than what you would normally see being used for everyday purposes.

Part of the review process was the
requirement that two handicapped spaces be provided.
The reasoning was that a handicapped person someday
might want to accompany a skateboarder as a spectator.
Possible, I must admit; every other year maybe?

A hot, steep hike to the summit, not a darn thing around but the trail. I will damn sure never see a wheelchair whizzing up that trail, but I am sure some bureaucrat somewhere gets the warm fuzzies because he cared!
