Print the handicapped tags with the car's license plate number on it. That would keep people from borrowing others' tags. Problem solved.

Vacation (rental car) would be an issue, but I don't see the problem with 4 cards. I was just trying to think of a better way than the other guy's suggestion to put the disability on the card, which is a terrible idea IMO.

One card per person and most states have a reciprocal agreement with handicap stickers.

Why do you need a handicapped spot? Simply drop your mother off right at the front door of the store, and park in a regular spot.
