I don’t read this as him taking two different positions at all. These two papers are entirely consistent with one another. What the notations at the top probably indicate is which groups should RECEIVE each paper. They would send the first paper to pro-life groups and the 2nd paper to pro-choice groups.
Obviously, he wouldn’t want to stress his “strong pro-life voting record” to the pro-choice groups, but it is telling that he didn’t say anything on the pro-choice paper that isn’t also on the pro-life paper.
Politicians do this all the time. It’s like creating a marketing plan - send this letter to one group and this letter to another. As long as the letters don’t contradict each other (these don’t) then there’s absolutely nothing wrong with it.

There are no two position this is one paper back to back on on sheet you can see the print bleed through on the copy.
I really hate it when the media is deceptive or misleading.
This looks like a detail document on Fred Thompson position on abortion of being pro life!

Beyond that, Senator Thompson has said that the federal government should not be involved in the issue of abortion. He does not believe that early-term abortions should be criminalized. He feels instead that this is a battle that must be won in the hearts and minds of the American people.
