No, the average IQ of incoming freshman IS DECLINING, because of devolution. Devolution, or reverse evolution, occurs when the social system rewards negative population characteristics so as to encourage the propagation of those who would ordinarily breed less. EG., welfare, progressive income taxes, AFDC, etc., in fact, any case where the productive taxpayers pick up the tab for the mistakes of the intellectually underendowed.
