It was a hot topic issue and most people were aware of it, including Newt, who IGNORED overhauling our immigration system.It was NOT a HT issue! The last time we even looked at II was in the 80's with Reagan who basically gave them a break!
If you want to try and show me where it was a hot topic issue in 1994-2000 I'll be watching, but I just don't recall II being this massive problem that people recognized and were screaming about at the time.
