Were the law passed before or after the fact? Did these alleged solicitations take place in the State of TX? Were the physical addresses in the State of Texas of the alleged perpetrators in the State of Texas?
This was passed in 2005, well before the fact. I don’t know the specific cases, but last time I checked having an out-of-state address did not count as a defense in a felony.
