Tough to say. He's registered to vote in Ingram, TX (Kerr County), but has never lived there apparently. Has houses in DC & Florida.

Karl Rove ran as a Presidential Elector in TX CD10 for the 2000 election. The 2000 version of CD10 is now split into CD 10(McCaul), 25(Doggett), and 21(Smith). If he is now registered in Ingram, that may still be in the new CD 21(Lamar Smith).
