Clearly emotional and heartfelt.
I think the reason comes down to the simple truth that he’s done his job there. Bush isn’t running again, and there’s no dragons for him to slay. I would expect that he want’s to take some time off before the election really swings into full bore. Then he’ll probably work for one of the front candidates. That’s what he does.
