Ok so I am totally clueless. I looked up what endive was, but I still don’t understand why Dukakis’ suggestion is laughable. Can they not grow endive in Iowa or something like that?
I think the criticism is that the market for endive is, shall we say, limited. Most people wouldn't know the stuff if they slipped on it in the vegetable section of the store, much less seek it out to eat it. If farmers started growing it in mass quantities, we'd have to have a federal Endive Marketing Board, endive price supports, an Endive PR Czar, etc.
