I've got it! I've GOT IT!
The name "Bill Lacy" is really an anagram for "I want to give away America's sovereignty"... provided you use several letters more than once, and add a few more to fill in the blanks those clever CFR people are keeping well hidden!
Okay, it's not really, but I thought I'd see if that would stick. It makes as much sense as some of the other CFR tinfoil stuff out there.
