You got a copy or a cite for that? In the speech I read, Ron Paul proposed Letters of Marque and Reprisal so I’d really like to see where he actually submitted a DoW. BTW, a resolution authorizing force fulfills the Constitutional requirement.

As I recall, at the time Dennis Hastert called the Constitution an "anachronism", but I couldn't immediately find a source on that.
