In my book, Muslim college students with explosives in their car is a de facto link to terrorism. They don’t have to be carry an official Al Quada ID card to be terrorists.

True.
But to report it before you have evidence gets you sued, and gets these guys out of jail.
Report it.
Investigate it.
Keep them in jail.
Do it any other way and you give the ACLU their day in the sun.
Sucks, but I seriously doubt the guys and gals at the FBI dont know whats going on- they are just playing with the hand they are dealt.
