Read this:

In reading 51, I don’t see anywhere where it gives the President plenipotentiary powers. It states that the other branches of government will coordinate their Continuance of Operation plans with the Executive branch, but I read it to only insofar as to make sure that those branches also have adequate COOP procedures in place.

It does NOT say that anywhere in the document you linked, despite what the twisted minds online are saying. What it says, and this is what is taken out of context on conspiracy web sites, is:

This applies ONLY to the Executive Branch. Later (and this is what is conspicuously absent on the conspiracy sites), it says:

(9) Recognizing that each branch of the Federal Government is responsible for its own continuity programs, an official designated by the Chief of Staff to the President shall ensure that the executive branch’s COOP and COG policies in support of ECG efforts are appropriately coordinated with those of the legislative and judicial branches in order to ensure interoperability and allocate national assets efficiently to maintain a functioning Federal Government.
COOP = Continuity of Operations
COG= Continuity of Government
ECG = Enduring Constitutional Government

The truths that those opposed to paleoPaulie and paleoanything tell are necessary so long as paleoPaulie and his political loveslaves keep on lying about our country, our POTUS, our war effort and keep on being apologists spewing Al Qaeda, Hamas, Islamic Jihad, Fatah and other Paulistinian propaganda. Take the support for the Galveston windtunnel surrender artist to DU where it belongs and it will no longer be necessary for patriots to defend against that support.

AND, BTW, neither paleoPaulie nor his supporters seem to have a clue as to the constitution. I commend to you Article VI, the Supremacy clause which puts treaties on a par with the constitution itself, means that later enactments trump prior ones even if treaties are later than constitutional provisions. Since the paleobirdbrain's mythology on declarations of war being somehow necessary (apparently headed up by the words Declaration of War), see if you can guess which treaty outlawed war generally and see if you can think of a single nation that has actually "declared" war since 1945 (hint, hint!). What we do to get around that sovereignty sapping idiocy is pass resolutions authorizing the use of force, just like all the other boys and girls. The unacceptable alternative is an eighteenth century mindset that would put the USA in the posture of Gulliver in Lilliput while the nation is slain by the Islamofascisti and other love objects of paleoPaulie.

Whatever leftist googoos may have imagined in 1945 and afterwards, whatever their paleo windtunnel allies in the destruction of the USA and its people may fantasize, wars, actual wars, where our military kills our enemies and breaks their things big time (and hopefully makes those enemies pay for every cent expended in the process) are still necessary and always will be. Tokyo Rose, Axis Sally and Hanoi Jane are NOT conservatives and neither is their emulator and Islamofascist apologist paleoPaulie.

Paleopantywaists may want to turn their other collective cheek and take whatever the Islamofascisti want to dish out. PaleoPaulie (aka L. Ron Paul) and you and Sean Penn and Jane Fonda and Dennis Cuckoocinich and their gushalikes have no right to turn the cheek of patriots determined to preserve the USA.
