High birth rates correlate to high-poverty, low technology countries.I don't think anybody is advocating birth rates like Niger which is 50.16 per 1,000 population.

No, I would hope not. There is a lot of confusion over using birth vs. fertility rates though...and I wish the press would stick with one or the other.
