Just one more thing...how about an IQ requirement for juries (and voters!).

You have the right idea but IQ is not the proper measure. Many of our looniest lefties have high IQs. We need wisdom, born of learning from experience, not smarts in our jurors and voters.

Anyone who murders must pay the penalty, regardless of whatever kind of bad childhood they had. Otherwise, all murderers will claim they had a bad childhood. Everyone can recall or invent horror stories from a childhood long past, and the stories can not be verified.
