It was a replica of Bushnell’s ‘Turtle’ from Revolutionary War fame. One of the builder’s claimed to be a descendant of the inventor. Just a few guys trying out something crazy and not pulling the right permits or thinking things through.

Technically I think it’s human powered. They wouldn’t need to register it. It would fall under the same classification as a rowboat with out a motor. They did wander a bit close to the cruise ship security zone, so that should be questioned.
