He acts all knowing, but relies on his so called “crack staff” to do the actual research work.

Bill is a jerk, and the Irish side of me doesn't like it, but he's an Irishman not a Limey. The O'Reilly coat of arms is grim looking. Note the severed hand dripping blood. Motto translates to "fortitude and prudence".
