The US isn’t going to nuke innocents

We've done it before (8/6 & 8/9, 1945), and if one or more of our cities goes up in a nuclear fireball and it's positively determined the perps had state backing we'd do it again in a nanosecond. If state backing/involvement can't be determined the situation becomes more complicated, but the nuclear option is never off the table.

It's quite difficult to determine innocent from guilty in a nuclear detonation. Not exactly my idea of a trial by jury.
