He's a fool. Let's put it this way, Big-Eared 'bama: if JFK told the Kremlin that he'd never use nukes under any circumstance, do you think they would have been more or less likely to launch against us?
There's a reason M.A.D. (Mutually Assured Destruction) worked... both sides knew the punishment for launching.

As much as I hate the existence of nukes, there’s no other chose but to stand clear on the consequences. JFK wasn’t a perfect president, but atleast he stood-up and said he defend our country against the evil USSR.
Without MAD, we’re nothing but a target. Obama can’t get the presidency.
