This pattern of kidnapping for ransom goes on in Mexico and other Latin American countries all the time. I understand that there have been several incidents like this in the Houston area as well. This practice is likely to spread beyond the four border states as well. Given their increasing numbers, Hispanic gangs are likely to outmuscle Asian, Russian, and even black criminals in time.
