And those tires aren’t cheap. No Walmart specials... If a hammer is several hundred dollars, I would charge him about....5k each.

I would, as part of his sentence, give him the hand tools and make him remove the slashed tires and install new ones. It can be done without any automatic power tools. I know, I’ve done it.
I promise you that when he was finished, he would be a good boy. Tired, damn right, but good and tired too.
