They aren’t, that is the point. This isn’t a case of a majority at all, but of a percentage of people who were never responsible and never will be. Might as well face it, we have to pay for these idiots one way or another and a few boxes of condoms is far cheaper than even a single month of HIV drugs. (I do agree with the spirit of your post though, your smack on right about learning to be responsible)
