I have always thought the tobacco industry should pick just one state.... say New York, and refuse to sell tobacco in any form there. Just plain cut them off. It can not be done because of the Master Settlement Agreement, at least not by the signatories to the MSA. Not until at least 2024 when the agreement expires.

(Alcohol, Tobacco and Firearms shouldn't be a federal agency...it should be a convenience store.)
