These sites ARE being monitored by the ones that want to know. People are going to communicate and if the sites are shutdown we will not know when/if/how/who they will attack.
I agree with Government... on this topic.

Brother, you neither speak for the government nor do you understand the opinion of the government on this count. In addition, there are many governments. There are, in fact, too many sites to monitor. Thinning the herd is a Good Thing(TM).

That what I call the "Hollywood Argument" which portrays an exciting picture of people spying on terrorists to get them. However in reality it is much harder than that, first and foremost because the terrorists are very well aware that they are under surveillance and they are not going to mention any details of an incoming terrorist attack in a public forum. Moreover to build a case against a certain terrorist it may take years to do it and arrest him and in the meanwhile he would have done much more damage by spreading terrorist materials and propaganda.

The most practical and most effective solution is to shut down these terrorist websites and make the enemy Blind, Mute, and Deaf. In a war the first thing our military does is to destroy the communications tools of the enemy like radar stations, TV stations, radio stations, etc.. the military does not keep the enemy communications intact in the hope of knowing what are the plans of the enemy. The terrorists main method of communications is the Internet and it must be shut down.
