just like that former gov of Arkansas who went to oxford. there has always been draft dodgers they don’t want to risk their precious lives or lifestyle for a country they really do not love, for people they do not respect, or for common morals and beliefs that they mock.

Included in the emigrees are a number of kids whose family simply left Israel, and they neglected to give up their citizenship in the 6 month window before their 18th birthday, thus are subject to serve if they return. Like here in the US, the overwhelming of "dodgers" are medical or educational.
