Same for terrorists. A bounty hunter who lives for the chase is willing to cross from jurisdiction to jurisdiction to track someone down. Quite routinely bounty hunters will go to Mexico to grab someone who jumped bail in California or Texas. They’re more efficient than cops, who would have to notify local Mexican authorities, argue extradition, etc. Red tape dissolves when privateers are around.”

I'm all for bounty hunters and privateers. I would love to see a private citizen whack bin Laden and bring back his remains to claim a well-deserved $50M prize.

However, issuing letters of marque and reprisal is:

(1) A pointless exercise, since they cannot help or incentivize that bounty hunter in any way and

(2) Not a substitute for using troops to fight terrorists: both military and private methods should be - and are being - used.

We have thousands and thousands of private contractors working alongside our troops every day.
