If someone tried that here in New Hampshire they would get shot. Believe me, there are neighborhoods in D.C. where doing this will get you shot too! But you can definitely get away with this kind of crap in Dupont Circle, Adams Morgan, or Woodley Park.

Not even sure if I've ever been there, though.
