I don’t have a problem with this headline, it’s accurate and portrays Republicans who voted against withdrawal in a good light...though I doubt that was their intention.
Now, if smart, the Republicans will capitalize on this headline and start helping to reverse public opinion about the war instead of retiring to their Senate offices and letting the NYT’s dictate the tone until September.
What they did was good here, Leiberman included, but it’s worthless if they shut up and do not petitiion their citizens to examine the real facts on the ground and stay resolute.

IMO, if this is how the title was written, it makes the Dems looks real bad. Even they won't admit they want to surrender. They do, but they don't want it phrased that way. I think "redeploy" is the democrat term for surrender.
