The dogs may have a perfectly legitimate reason for barking.
Yes yippie puppy next door to me has her reasons to bark all day & night none stop...its hot, its cold, the grass is wet, the grass is too dry, the bugs are biting, the birds are flying, the wind is blowing. This mutt has not shut in 6 years and its owner could care less. Calling the police does no good unless its after 11pm and then only if they happen to hear it barking when they get there.

I feel for you, our previous neighbor had Pomeranians like that. It would seem that these are good reasons to a dog.
