Cao Gangchuan, China's Defense Minister, warned on Jul. 16 that hostile elements want to pull PLA out of party's control by westernizing and dividing PLA, promoting a barrack state.

With the 80th anniversary of PLA's founding not far away, he pointed out in his essay published at Qiushi, communist party newspaper, that there are elements who want to make the military non-party, non-political entity.

He made it clear that PLA is an armed group which has to carry out communist party's political mission, and emphasized that PLA should follow the party's lead.

However, he did not specify who are the hostile elements.

I can understand what "military not under party-control" means, but what does barrack state have anything to do with it?

This must be one of those cryptic messages only insiders can understand. It is also an indication that some serious power struggle is going on at the highest level of Chinese regime.

This is further telling of something big.

Russia decries our missle defenses (right after Yeltsin’s passing) Russia and China both recently shut off food imports from the West. Now a Joint Training mission is becoming a major political issue. China’s ongoing issues with trade issues anyway.

Treacherous times. Our best hope is that the Islamonuts find a way to offset them and stunt their apparent efforts.

I think he means a country that must bribe it’s huge military to stay in the barracks (i.e., Imperial Rome with the Praetorian Guard & the Legions) or they will be the de facto or even de jure rulers. Notice that many of the later Caesars were generals raised to royalty by the army.

I’m all for chaos and disorder among our enemies. Russia doesn’t like our missile defense because it downplays their ability to go toe-to-toe with us in a limited nuclear exchange. China shut off our food imports in an attempt to keep us from doing the same to them. If Russia and China are going to Zerg us, well, we’ll see how it all plays out. =)

My interpretation is that the Communists need the army to be their private army, just as they were at Tiananmen. The military is not there to defend the nation but to defend the Communist party. An apolitical military threatens the Communist hold on power (already theoretically vulnerable because of all the property seizures going on and a possible popping of the bubble), and hence is unacceptable.

My understanding is that any Premier of China is similar to an old Roman Barracks Emperor. The military controls Tienanmen Square, so that the Premier can continue in control of the government.

Are you saying that some in Chinese regime want to transfer the control of PLA from their politburo to their cabinet ?

If your interpretation is true, then some want Wen Jiabao, the current Premier, to control PLA.

They may have to. The Politboro can split into factions. At that point, who actually does run the PLA?
