I’m sorry, perhaps I am missing your point. How does this ethnic-national demographic, which you list, excuse those individuals whom defiled the American flag on American soil?
Would an American CITIZEN, one whom enjoys the rights, privileges, and benefits of this country, be so despising of the same, that committing these brazen acts of treachery should seem to him an honor?
Yes, Montebello is in Southern California; but Southern California is still in the USA... unless Southern Californians have seceded from the Union and kept the act a secret.

I don't know if you have been to Montebello lately....but most the stores on Beverly Blvd have signage like this. Now, mind you...it is a nicer area than Bell Gardens, or Huntington Park, which are 99% foreign born.
