All such "ten year plans" are based on a static rather than an economic model of human behavior, and therefore will inevitably fail to meet their stated objectives.
Even "mentally ill" people tend to make decisions based on marginal utility.
Here is one example that will illustrate:
A person I know was diagnosed with severe depression, was given electro-shock treatments, and for a time was confined to a psychiatric institution.
He said he was unable to work because of his mental disease--and the local head-docs agreed with him.
His wife then divorced him for lack of financial support.
One month after the divorce was final he returned to work and said everything was great.
