Do you consider the war on terror “nation building”?

That’s what you must conclude for your statement to make any sense. You took a quote that is often used by liberals to claim why they don’t support the war on terror and to explain why they hate Bush.

It’s a pre 9/11 mentality.

We're not engaged in a war, we're engaged in a use of force. You can't declare war on an emotion.
