McIntosh is also mentioned as a member of the Reagan Administration.

The Politico says:

The head of domestic policy is to be David M. McIntosh, a lawyer and former congressman from Indiana who was an official in the Ronald Reagan and George H.W. Bush administrations, according to the sources. The chief foreign policy adviser will be chosen soon, the sources say.

Notice how vague they are about what their role was in the Reagan administration? That should be a clue.

McIntosh might come closer than most to earning the title “advisor.” Not that he was very high up on the food chain.
