My point would be that if one is that nervous about catching HIV or TB or any other communicable disease they should never allow their children to use a public or probably even a private pool. There is simply no way of knowing that every person in that pool is safe and that your child is free of risk. The only way of being that sure is to use your own facilities and strictly monitor the conditions of the water and any visitors.
If a child has ever used a public pool, there is probably a 100% chance that they have come in contact with someone with something that is contagious and/or harmful.

When I was a kid, that’s how pretty much everything got spread, especially pink-eye.
