Based on the officer being suspended from duty it appears this guy had a real heavy badge, and never quite understood common sense discretion in matters like this.
That is no basis. Officers are suspended from duty pending investigation. It's not a conclusion -- that's what "investigation" means.
You're treating a precaution as a conclusion.
