No it won't - Bush's legacy is will be one of failure.

With the word's most powerful military at his disposal President Bush failed to capture Osama Bin Laden.

That is what Bush will be remembered for.

Yes, but even if were a success, the opinion molders would still declare him a failure. Had he stood solidly for conservative principles instead of his own stubbornness, he and the nation would have been far better served. Surely his standing could have been no lower had he adopted his own party’s platform.
