Not to mention that he's not lower in the polls than at least two, maybe three, other presidents (two of the three being Democrats, and two of the three occurring while Biden has been in the Senate). Check out this graph:
W's number might be a few points lower at the tail end there (not sure when this graph was last updated), but by any measure, Biden is just plain wrong.
