I believe you are right.
The author of the mother-of-all-amnesties has been behind every awful piece of legislation in Congress for 40 years. In 2002 he tried to turn Homeland Security legislation into a gun registation drive. That was turned back.
Just another example of Kennedy cr*pping on the citizens.
